Combine lettuce, cilantro, green onion, jalapenos, garlic, lime juice, and vinegar in a blender. Blend on high until smooth.
Add the mayonnaise and cumin. Blend until completely incorporated.
Season with salt and pepper to taste.
Serve with grilled chicken, veggies, and/or rice.
